Issue summary

In some sections of the Plant Breeders Right Act the wording “application…is made” or “making an application” is used. However, elsewhere in the Act the wording “application lodged” as well as approved means of ‘lodging’ or giving documents is used.

It's not clear how these terms infer a difference in the filing of an application which can result in uncertainty.
